The problem
Hundreds of small units in the same cluster make near-identical products, and each one pays for the same tests, audits and paperwork on its own.
Repeated BIS testing, factory audits and documentation raise costs and delay market access for every unit.
Labs, buyers and regulators can't trace samples, designs and certificates end to end, so every claim needs re-checking.
Most small units have no in-house lab, while existing testing capacity sits underused because coordination is manual.
Why now
Grey iron castings (IS 210) and related standards come under mandatory BIS licensing.
Metals, chemicals and polymers are dropped after a government review of the QCO regime.
The Machinery & Electrical Equipment Omnibus Order and its Scheme X obligation are rescinded.
Deadlines have passed, and most foundries in the Coimbatore cluster are not yet licensed.
Units can't tell what applies to them. RecoTree tracks which QCOs and IS codes cover each product and tells every unit what to do when the rules change.
How it works
A permissioned blockchain connects MSMEs, cluster associations, testing labs and regulators on one shared record.
The cluster body and member units register digital factory profiles.
The shared NABL or cluster lab uploads results straight to the chain, where they can't be edited.
Smart contracts check results against the IS code and compile each unit's licence file.
Every batch gets a QR code linked to its record, so buyers verify it in seconds.
BIS sees a live dashboard. Alerts fire for test expiry, IS revisions and calibration.
The insight
Under the BIS Cluster Based Testing Facility (CBTF) provision, a shared cluster lab can act as each member unit's in-house testing facility for its own ISI mark licence.
Each unit keeps its own licence and accountability. BIS needs confidence that shared-lab results are genuine, batch-linked and unaltered. RecoTree's on-chain record provides it.

Product designs are hashed so one approved sample can be referenced across identical factories.
Results and certificates are written to a permissioned chain as they are issued.
If a unit's test lapses, its Standard Mark use is suspended automatically.
